Tender response software for ITTs, PQQs and frameworks.

Public sector ITTs, framework mini-competitions, PQQs and SQs all ask you to prove the same things in different words. Answers are drafted from your own documents, each one citing the file, page and version behind it, and social value questions get the same evidence treatment as everything else.

  • ITT, PQQ, SQ, frameworks
  • Social value evidenced, not asserted
  • AI disclosure handled
  • 0 data outside your environment

What is tender response software?

Tender response software drafts the answers and written submissions a bidder needs for a competitive tender, from the organisation’s existing documents. Specialised tools also record the source, version and named approver behind each answer, so the submission can be defended after award.

Definition as used on this page. See the glossary.

“Your environment” means your private instance, whichever deployment mode applies: SaaS, private cloud or on-premise.

The scene

The portal closes on Friday at noon.

  1. 01The ITT pack runs to 180 pages across eight documents.
  2. 02The response template caps each answer at 500 words.
  3. 03Social value carries 10% of the marks and needs evidence, not intent.
  4. 04Your last three bids answered most of this, nobody knows where.
  5. 05The bid manager is also running two other submissions.
  6. 06Anything inaccurate discovered at clarification puts the bid at risk.

With Optivalue.ai

Seven stages, from portal download to submission

1 / 7

Connect your sources

Case studies, method statements, policies, certificates, CVs, insurance, social value records. Nothing is migrated: files stay where they are and the index lives in your private instance.

2 / 7

Indexing, with version history

The librarian agent knows the current version of each policy and keeps the superseded ones, so a withdrawn commitment is never quoted back to a buyer.

3 / 7

Upload the ITT pack as downloaded

The pack is read document by document. Requirements are extracted with their source document, clause and page, and classified as mandatory, scored or informational.

4 / 7

The agents draft, from your evidence

Function and sector agents work together on each question, within the word limit, in the response template supplied. Nothing is asserted that no document supports.

5 / 7

Checks, scores and commitment detection

Seven anti-hallucination checks, plus detection of answers that create a contractual commitment, service levels, notification periods, KPIs, flagged for someone empowered to commit.

6 / 7

Gaps closed before submission

Where no document supports the answer, the gap is declared, an owner named, and the missing document drafted with you. How that works.

How that works

7 / 7

Named sign-off and export

Each answer carries its approver and timestamp; the submission leaves in the buyer’s exact format, portal fields included.

The difference

Why these answers survive clarification

Built by people who wrote the evidence

We come from governance, risk and compliance: writing the policies, holding the controls, producing the proof a third party demands. That practice is trained into 72 function agents, 12 sector agents and a librarian.

How it works

Replayable months later

If a claim is challenged after award, you can show the source cited, its version on submission day, the score and the approver’s name.

The anatomy of a defensible answer

UK data residency, or air-gapped

Private instance, never shared, hosted in the jurisdiction you choose, including UK data residency, with on-premise available for defence and critical infrastructure work.

Sovereignty in detail

AI disclosure, answered properly

When a buyer asks whether AI was used, a controlled answer with sources, scores and named sign-off is defensible. PPN 02/24 set the pattern; other buyers are copying it.

The PPN 02/24 guide

A general-purpose assistant is fine for a first draft or an internal summary. The line is the signature: a submission that binds your organisation needs the source, the version, the score and the approver.

Frequently asked

Tenders: the questions buyers and bid teams ask

01

Can it handle a full ITT pack?

Yes, the pack is uploaded as downloaded from the portal, without pre-sorting. Requirements are extracted with their document, clause and page, so nothing hides on page 140.

02

Does it respect the response template and word limits?

Yes, exactly: structure, section order, formatting and word caps. Answers are written to fit the limit rather than truncated afterwards, because altering an imposed template risks non-compliance.

03

How does it handle social value questions?

Like any other scored question: from evidence. Commitments already delivered, measured outcomes, dated records. Where the evidence does not exist, the gap is declared rather than filled with intent.

04

What if the buyer asks whether AI was used?

You disclose a controlled use and can prove it: sources cited, scores, named sign-off, replayable audit trail. See our PPN 02/24 guide and its model disclosure paragraph.

05

Can several people work on one submission?

Yes: each section is assigned to an owner with a named approver, and progress is visible by batch. Nobody works on a private copy of the file.

06

Where is our data processed?

In your private instance, never shared, in the jurisdiction you choose, with on-premise available. Processing as well as storage. See sovereignty.

Bring the last tender you submitted by hand.

We run it in front of you, on your documents, in your environment. One hour is enough to see which answers your current evidence actually supports.
